Philip Berg was born in Baltimore and earned a Bachelor's in Economics and Biology from Washington University and a Master's in Environmental Health Engineering from John's Hopkins School of Public Health. He has held positions in Government as an industrial hygienist. He owned and operated an environmental health consulting firm from 1988 to 1999.

He has extensive non-profit volunteer experience. He worked hard for Democrats Humphry and McGovern Campaigns and was one of the founding directors of the Gay Clinic in Baltimore, a critical element in Baltimore's public health infrastructure under the name Chase Brexton. In recent years, he volunteered for 5 years on the Project Inform National AIDS Hotline to provide information and inspiration to people living with AIDS.
